Exec() Problem

Using wordpress 3.0.3 on localhost on Wn 7 x64 with UAC disabled. Wampserver 2.0 including PHP 5.3.0. Safe mode is OFF
I wanted to use mysqldump but it says php exec is disabled. Can't find any way to enable it, and no luck with web search.
I created a web page with if(!exec('cd .')){ die('ERROR: Exec is not available!!!'); } (in php tags) and it does echo back the error.
Any advice on getting this going would be great.
I also see this is optional – what does that mean – will the database get backed up some other way, or does optional mean you just can run it without backing up the database.
