if you have a security plugin installed on your site, you will need to disable it for the xcloner folder, easiest way would be to add a .htaccess file in the xcloner plugin folder and add this line to it
RewriteEngine Off
Otherwise, i suggest setting the Backup Mode to Normal in the XCloner Config->System tab.

Hi
I get the same error, the first time.
Have tried changing Backup Mode to normal, but that makes no difference, get the same error. Also looked for the plugin folder to add a .htaccess for xcloner, but can not find it, only a componenet folder under administration.
Running the latest version of Xcloner 3.1 and the latest version of Joomla 1.5.26
Additional info:
The download of the zip file for joomla, does not work in IE9 (not a supprize), workes fine in Firefox.
