Hi there. I am running Joomla 3.0.3 both on my local machine and my live site. Ive made a full backup of the live site and then cloned it onto my local machine. Everything worked 100% sucsessful however, when I tried to access the now local site, IE shows "The page cannot be displayed" (index.php) Opera browser displays the page (index.php) as a lot of garbage. Both the site and the full database were backed up and cloned. Locally I run Windows 8 and XAmpp. Any ideas???

Could you post a screenshot from your opera browser?

Opera browser shows:-

You should try disable and disable the Strict Standards error display in your php.ini config as well as disable the Joomla caching  option, are you able to login to the site administrator area?

Not at all. The above is displayed on both the backend and frontend of the local site.

Try and upgrade Joomla to the latest 3.1 version and see if it helps. Also, edit the configuration.php file and set the cache parameter to 0 or Off.

I can't find such a parameter. Which section of the php.ini?

Do you mean upgrading the live site and make a new backup, the clone? Because what is the point of restoring, if you overwrite the restored site (not working) with a fresh or update installation? What is the point then of backing up at all?
