I want to change my webhosting company and I am hoping I can make use of Joomla Cloner to do this job the best way. Here is the question that I have

-When restoring the clone on the new host, I do not want to change the nameservers until I know that site has been restored properly. So, I am hoping that using IP address to close would work?

Hi there! Yes, you may restore the backup by using the ip address as url, after you verify that all works ok and after you changed the nameservers, you will have to do one more thing:
- open the file configuration.php and replace the mosConfig_live_site variable value with your actual site url address instead of the ip!

After that all should work ok!

Also as specified, when you restore on the other location, you don't need to pre-install Joomla, you need to start the restore process with a clean location, no files/directories beside the restore script and backup!
