I know that the ftp settings I have put in are right. I have tested it in other ftp clients as well - so why can I not move the backup. This is the error I am getting:

FTP upload has failed for file /home/sites/timber-on-line.com/public_html/backups/tol.zip ! Stopping ....
When I check, a backup file has been created there but with 0 filesize?

I think this is a problem from your provider! They might have a firewall enabled which blocks the ftp data transfer(thought the ftp connect works)! Ask them is they have beside the 21 ports open also the 20 and 22 ports, both ports are required for ftp actions!
To test this, you need to use ftp through ssh and make a manual connection!
They should have something like this in their firewall:
Common ingress(inbound) TCP: 21, 22
Common egress (outbound) TCP: 21
Common egress (outbound) UDP: 20, 21
If you still have problems, i would suggest you move the backup manually on the new location among with the Joomla.Cloner.php file from the JoomlaCloner archive package!
