I have done a backup of my joomla site. However, the joomla site is now not working due to a corrupt database. So, therefore I cannot log in to start the cloning routine.

What can I do to reconstruct the joomla site on another server with only the backup file?

Hi there! Please read our FAQ http://www.joomlaplu.....Itemid,56/ and see how you can manually restore the backup!
Basically you copy the clone to the new location, the restore utility(located in the restore directory in the component package) and launch Joomla.Cloner.php in your browser and follow the restore screen!
