HI there! The error might be caused by either incorrect permissions or an incorrect .htaccess file!
My suggestions are this:

1. try and temporarely remove any .htaccess file
2. change permissions to 755 upon the restore directory and also the files in it
3. try and not use a temporary url address, like the one you have there with ~billynos

If you still have problems, please open a ticket and send me your site ftp+mysql details to see if i can help!

Also, all 500 errors are logged in an error log which you may view it in your site control panel(Error log area)
