directory /var/www/vhosts/neulandlord.com/httpdocs/archive_tmp/
is the problem I am getting. I know many people have mentioned this issue and I still can't get it fixed. I have tried chmoding the directory and it is already 777. I them also deleted the directory entirely and still nothing. What could I be doing wrong? Thanks!

Try deleting that directory then try again! Do you have open_basedir set to any value on the restore host? or safe_mode On in your php configuration?
