Hi there! This problem usually appears if you have open_basedir set to a non-empty value in your php.ini configuration for your local site, or if the Joomla root directory doesn't have the proper reading permissions so the script can access it, recommended permissions are 750 or 755!
So what you need to do is this:
- change permissions of the Joomla directory to 750 or 755
- if that doesn't work, set open_basedir variable to no value as specified in your Requirements page
