Basics of Wordpress restore

HI, Sorry if this is covered elsewhere; I had a site that was running for a couple of years with no apparent problem but the hosting company took it down suddenly because it was using too much CPU resources, quoting index.php as the culprit. They agreed to put it back up while I tweaked, but I had no success, and just had time to do an Xcloner backup and save it locally.
My question is: Do I first install wordpress on the new host or do I run Xcloner.php then install Wordpress?
Is there a basic How-To anywhere?
Has anybody else encountered this kind of thing with hosting?
