Clone Permission Problem

After doing a backup I tried clicking the Clone button but get the following error:

You don't have permission to access /wp-content/plugins/xcloner-backup-and-restore/index2.php
on this server.

I set everything up per instructions.

Help!

Uisng WordPress 3.1. and XCloner Version 3.0.1
